Committee Questions, Comments, Concerns

• Please explain what will happen to the larger, original store?  The larger store will close, it is an attempt to retain the pharmacy base where 30% of the customers do business from the drive-thru
• Does Walgreens own the existing space?  No, its a lease.
• Are you using transparent glass?  Yes
• Are you keeping the existing pole sign?  Would like to return with a separate permit package for the sign.
• What else will be sold at this location?
• Are any of those general services available at any of the other surrounding businesses?
• The dumpster enclosure needs to be rebuilt, not sure if thats Walgreens or Montlack's responsibility. Would prefer that the pole sign be removed in favor of a monument sign or only the wall sign.  Consider how the side walk interacts with the driveway.  Some patchwork needs to happen in the parking lot, the sidewalk needs to be fixed.
• Can curb stops be added?  Could potentially cut some of the concrete out and add landscaping and trees to help delineate this parcel from the larger lot and soften this area.
• Could potentially eliminate the sidewalk on the eastside and some parking to do a landscape barrier to help calm the traffic.
• Is there another concept/model like this in Cleveland? No, but there are some planned. Some currently exist in Dayton & Detroit.
• Suggest updating the lighting for more efficiency and sleekness.
• Will you be tuckpointing?
• Any plans to replace the cracked concrete, because it is in bad condition?
• What kind of customer doors are you proposing?  Clear glass.
• Concerned that there isn't a proper curb around the building.
• Can add small bollards to keep the drive-thru window from being dinged.
• Will the doors be ADA compliant? Yes.

Councilman Polensek is in attendance to state his disappointment in Walgreens not taking the time explain their new "inner-city" model.  Concerned about folks who live in the senior high-rise and folks with mobility issues.  Not impressed with the design, no separation of the parking areas to keep folks from driving across recklessly.  Councilman & Dir. Doyle are more than willing to have additional conversations to improve the design proposal.

Jamar Doyle, Executive Director of GCDC is available to state his concern about not having a full retail/pharmacy service in the greater Collinwood footprint.  Is this model to the caliber & concept respective of Lakeshore Blvd?  Is another drive-thru needed in this area? Concerned that the senior population will have to cross busy Lakeshore Blvd and the parking lot to access the pharmacy.

Motion to table with the request to look at replacing the concrete, updated lighting, address the existing landscaping, ADA access from the street and into the building, new trash enclosure and pick-up because of the high visibility, eliminating some of the asphalt for additional landscaping, and study better signage for the site.

• Will there be all new curbs around the landscaped islands?
• Why is the concrete in such differernt condition?
• Are the existing windows tinted or clear?  Will it be new glass? Will it be laminated glass?  The committee would prefer to have clear glass instead of darkened glass?
• Are you over parked?  Less asphalt would give the plantings a better shot of surviving.
• The plant material selections are not compatible with the environmental conditions.  Should rethink the plant material. Junipers would be a better choice.
• Who would be maintaing the landscaping?  Walgreens
• Could rearrange the parking to add more landscaping on either side of the building, particularly on the west side of the property.
• Would encourage additional discussion with Montlank and softening the larger site with landscaping as well.
• Suggest using a local landscape architect.

Councilman Polensek is in attendance and available to comment on the project.  Believes that an expanded landscaping plan will be more of an improvement, that there has to be an attractiveness to the site just to soften the area.

Jamar Doyle is also in attendance and available to comment on the project.  Echoes the Councilman's comments that additional landscaping would soften the site.

Motion to approve with the condition that there is administrative review of the updated landscaping plan to add trees, drought and salt tolerant species, etc, using clear glass on the storefront.
